Clay Battelle PSD offers a wide variety of convenient payment options for our customers. Simply choose the option that best suits your needs. Bills are considered due as soon as mailed by CBPSD. A minimum 20 day payment grace period from the day bills are mail is provided before a penalty is added.
The "Past Due If Received After" refers to the latest date the customer can pay without a late charge being added to the account. A 10% penalty will be charged to the account at the close of CBPSD business day on the date shown on the bill. The 10% fee amount on the water charges is standard for all water utilities in WV and will not be waived. A pastdue notice will then be issued to customers with balances that must be paid within 10 days. Disconnections will be scheduled for accounts with balance remaining after the 10 days (30 days from original bill mailing)
Payment By Mail
If paying by check or money order through the mail, please send all payments with your payment stub. To most likely avoid late fees, please mail your payment at least seven business days before "past due if received after" date shown on your bill. Payments must physcially be received by our office not later than the "past due if received after" to be considered on time. The postmark date does NOT count as being paid on time. Postal delays are frequent and late charges still apply if there is an issue with postal delivery that is not because of any CBPSD actions. To avoid mail delays, please see section about paying online or over the phone.
Please remember to sign your check. We cannot present it to the bank without a signature. We DO not accept postdated checks- the check will either be returned to the customer or shredded.
Customers can pay More than bill amount and if you choose to do so, the overpayment will be credited to your future bill(s).
Payment by Phone, On-line and Text
As of May 6, 2021 you can pay your bill 24/7 by following the link on this website or calling 1-888-401-3295. You can pay with Visa, Mastercard, Discover and E-Check. This service is not available to establish new service. Payments received after 11:30 am Mon-Friday (non holidays or other office closed days) could be credited to your account the Next business day. If applicable, late charges will apply if you make a phone or online payment after 11:30 am. This service is not available at our office location. Clay Battelle PSD has partnered with NexBillPay to extend the additional payment option for customers interested in using their check, debit or credit card. NexBillPay is a trusted third party automated service that charges a small service fee to cover payment handling and all processing charges. Clay Battelle PSD will NEVER keep any part of the NexBillPay service fee or provide refunds for any of the service fees. After your payment is approved, NexBillPay will email your payment receipt to the email address you provided during the payment process. You will need your account number from your printed bill to complete your payment. You can view your bill amount, store a credit/debit card for bank account for faster payment processing and you can set up autopayment of your monthly water bill. Restrictions apply if are scheduled for or have been disconnected and if you have issued checks that have been returned by the bank. You can also sign up here and keep track of your account balance even if you do not pay online or by phone. Auto Pay is now available through Nexbill. Save time and avoid late charges with this option.
Doxo.com is NOT an authorized payment portal for CBPSD- if you pay via DOXO- they still have to issue CBPSD a paper check.
Automatic Bank Draft
The worry-free way to pay your water bill. With this service, the amount of your monthly bill is automatically deducted from your bank account and credited to your utility account. There is no set-up fee or charge associated with this method of payment. To set up Automated Bank Draft as a new customer, please call the office and ask for an ACH form to complete or when applying for service. and drop it off or mail it to our office, along with a voided check. As of May 2021- this option is closed to new enrollment unless you are a new customer and sign up for the option within the first 30 days of establishing service. Other customers wanting the service can sign up with the NexbillPayment automatic payment process with a debit, credit or bank account.
Payment Drop-off Location
You may pay your bill in person at our office address. We accept cash, check, or money orders. We offer a drive- thru location at the large side window and a 24 hour drop off slot beside the window. The drive-thru is open M-Thurs 9am-2pm and Fri 8am-12pm. The office is not open to walk in customers. Note: Please include your bill stub and we recommend that you use an envelope if you are using the drop off slot to keep your payment all together and make sure you get full credit.
Payment Through Financial Institution Online Bill Pay
Many financial institutions such as major banks offer their customers the ability to pay their bills via an online bill payment service (through your bank's website). Normally, these services debit the customer's checking or savings account to pay the bill. They may or may not charge a fee for the service. Payments may take up to ten days for CBPSD to physically receive these payments and post them to your account. Please make sure your correct water account is printed on the bank check or stub. Please consult with your bank for more information and remember just because it was deducted from your bank account doesn't mean we have received your payment. All payments not physically received by the date shown on your most recent water bill will have a 10% late fee added to the water charge and cannot be waived because the bank payment didn't reach our office in time!
CBPSD Employees
Clay Battelle PSD (CBPSD) or any agents or employees of CBPSD WILL NOT accept payments of any kind at the customer's door, premise, other location for any reason. Employees are only allowed to accept payments at the CBPSD office.
